If you're using creme blush or brozer, apply it straight on top of liquid or creme foundation and blend well, if you're using poder blush or bronzer dust a fine layer of translucent powder over the foundation to set it, this gives a velvety finish and the perfect canvas for applying powder blush or bronzer.
If you apply a powder formulation directly onto foundation, it won't blend and will look streaky and patchy.
